Is this a common symptom with Windows XP?

Okay, I have the RC2 version that I signed up for, and the problem is that the GUI (Luna) seemingly freeze for a brief moment when try I read a new HTML'ed e-mail within Outlook Express. To be more specific, everything freezes EXCEPT for the mouse. I am able to move the mouse while the screen is locked up (i.e., NOTHING on the screen responds to mouse drag or click).

It's not a big deal really as it doesn't happen every time, and when it does, it lasts only 3 - 5 seconds. But it just irks me on an otherwise perfect OS. Never experienced BSOD, app. failure, or complete lock-ups. It's been super stable.

My system components:
EP-8K7A
Crucial DDR 256MB x 2
T-Bird 1G AYHJA @ 1.466GHz (11x133FSB), 1.75V
MC-462A heatsink/fan
Antec PP412 400Watt PSU w/5V rail tweaked
AGP: CreativeLabs GF2 GTS 32MB, 200/333MHz
PCI slot 2: SBLive! Value card
PCI slot 3: Netgear FA-310TX (model 311 and above have problems w/AMD-761)
PCI slot 5: AHA-2940U2W SCSI controller

2 x Fujitsu 10K SCSI drives
SCSI Plexwriter 4220
SCSI UltraPlex 40
MS Internet keyboard (P/S2 connector)
Logitech Mouseman+ (P/S 2 connector)

I do not use IDE or USB devices, so they are all disabled in BIOS and Device Manager (if they show up) Also, there is no IRQ conflict/sharing, even at BIOS level (noted during POST sequence)

I have all the latest drivers and BIOS imaginable, but that doesn't seem to help cure the problem. I've also tried disabling Side Band Addressing, Super Bypass, and dropped AGP to 4X but it did not help either.

I wonder if this so-called 'problem' is normal. Does it occur on Final XP code as well? Does it happen on Intel and VIA platforms? Whatever input I'd greatly appreciate it.

This is just a guess. The same thing will happen in W2K if the machine is in hibernation or if you have set your diskdrives to power down after a set time. I would be checking power management settings to see your hard drive and hibernation settings. When I come in to work in the morning and click MyComputer everything halts until the drive powers up, might be the same in XP.

Thanks, I'll check on the power save settings. I know I have the hibernate enabled, and the HDD set to power-off after 60 min. or so. The thing is, I had the same exact setting with Win2K but it never exhibited such behaviour. I would hear the HDD motor spin up, but I am also able to navigate GUI simultaneously.
