And the answer is yes, it is a scam. PayPal holds the funds until the seller can prove that he shipped the item in order to protect the buyer from being scammed.

Def not a scam in the sense that Ebay now do this. I sold a satellite receiver box a month ago and the funds werent released to me until the buyer did positive feedback (which they did within a day of getting it).

If they dont give feedback you have to wait 30 days for your money.

Person ships a brick in a box
You open it and complain to Ebay
Ebay/Paypal says you already left positive feed back
You are out your money.
