That is COMPLETELY absurd. 10-15 over is the norm on the interstate in many areas, even 90 in a 70 is pretty common in the three large metro areas I've lived in. (of which Baltimore was one)

You can have 2 identical cases one person has one judge the other has a different judge 1 walks out with a 300 fine the other 8 days in the pin.
