I live in New York state. I plan on getting one because I want to do some night jogging but I think you can only use the gun at the range.
If you are permitted to carry on your person, that means you are permitted to protect yourself and others from dangerous individuals.
However, if you shoot someone to kill, and he is charging you, you better hope there are witnesses.
But also, you're first step is to pull out the weapon, aim and charge it. Anyone that is attempting to attack you without a firearm of their own, and has a charged firearm pointing at them, is likely to stop. If they so much as flinch in your direction, shoot at your discretion. However, I wouldn't shoot immediately. Give them a chance to stop, because again, without witnesses, you are going to be in a very precarious situation, regardless of whether you kill or only injure him.
edit: if they pull a firearm on you, then don't even hesitate in firing your weapon if you have the chance. Don't get yourself killed though just because he pulls a weapon, because if you don't have one out and someone points a gun at you, reaching for a firearm is likely to get you shot. But it works a lot easier in court if the dead guy also had a firearm, and since you would have a permit, it'll look a lot more like self defense.
