so why not look through the purse, find an ID or some information and try make an anonymous phone call to the owner and drop the purse off at a local shop?

Take some responsibility instead of leaving up to someone else to do what you know to be the right thing.

I wasn't aware that picking up handbags was policy duty...

He's not the one that forgot their bag.

Public servants. What do you think they are for? Just arresting people? They are there to keep order with people.

There is a moment of possession in which other people do not know the good Samaritan's intent. The Samaritan takes momentary possession and responsibility for a purse or wallet that makes that Samaritan vulnerable.

There was a day when I would feel more comfortable in taking responsibility for someone's lost item. Unfortunately, today's society provides a greater opportunity for punishing the do-gooder than the satisfactory reward of action may provide.

This is a similar situation to the EMT thread from a couple days ago. A medical professional is legally bound to provide assistance for any public health emergency they may find themselves involved in. However, the opportunity for punishment for the EMT's good deed is too high for the medical professional to feel comfortable with accepting responsibility for any involvement.

It is that moment of responsibility that makes any good Samaritan vulnerable to punishment for their good deed.

If only there had been someone else around who could have helped whoever left that purse there. Why oh why didn't anyone see it?

And how do you know he didnt tell the person he was talking to about it? Maybe he passed it along and the other guy said 'Ok, Ill take care of it.' and never did?

Maybe you should just make more assumptions about what was going on? What happened to giving people the benefit of the doubt? Oh - wait - he was a cop so they dont get that

Having worked for an Action TV news crew, one common ploy was to leave a purse in an area and use hidden camera's to see who tries to steal and who is honest. Its a tough choice now-a-days, as if you are honest and try and search the purse for a name or take it to a lost and found, you can be accused of stealing something inside. Is it worth the risk? Do you just leave the purse and risk some old lady not having food because she lost her purse with her life savings? Do you go and get someone risking that the purse will still be there when you get back? It's not an easy choice what to do.
