You will notice that the TDP is actually higher than similarly placed Core 2 Mobile processors; 10W higher to be more precise. The reason for a higher TDP foot print is because the IGP (Chipset Graphics) core is built into the processor in the I3 series thereby increasing its TDP. So it should not be looked as an increase in TDP but rather a reallocation of power from the IGP as found on the motherboard in the Core 2 and older lines to the processor itself on the I3 Mobile series for the purpose of rendering graphics.
