I think you need something like this. He'll come out yelling, "TURN DOWN THAT LOUD MUSC!" And everyone will look at him like he is crazy (moreso than he already is). You can probably get it on tape and try to have him committed, with neighbors testimonies saying, "Yeah he just came out screaming about this loud music, but I didn't hear anything and I live right next door to him."

The Mosquito's specs say its minimum sound level is 75dB? Jesus, I'd go nuts living next door to it. I'm 24 and I can hear at least to 20KHz, at least based on tone-generator tests with my z-640 speakers. Beyond that, I don't think the speakers can handle it. They're only rated to 20KHz anyway.
And that thing looks expensive too. This guy sounds like he'd be best suited to live in a cabin in the mountains where he can be completely alone.



Another fine prank:

5. Grass killer makes messages in his lawn fun and profitable.
