The driver of the police car was impatient and decided to overtake the car that stopped for the pedestrian to cross the roadLOL-- They're sticklers about jay walking there.

That gif with the pedestrian illustrates why you should never stop in the middle of the road. The cop's view was obstructed by the other car, which I assume had the right of way and should've kept going.
I hate it when people stop on a multi-lane road to let a pedestrian cross. Or a car out of a parking lot. Yes, even when I'm the pedestrian or car...I have to try and wave them off with a 'thanks-but-no-thanks'...if they would just keep going, traffic wouldn't be congested and my opportunity to cross/pull out would come much sooner. And I wouldn't have to risk someone in the other lane plowing into me.
