I was under the assumption that these tanks were empty. I highly doubt they could launch themselves so far if they were full, that's just ludicrous.

That is referred to as "Hotboxing." It has nothing to do with cigarettes, it is weed related and sitting in an unventilated space with all that THC laced smoke will in turn get you more high.
Video looks faked anyways, there is no way someone could stay in a space with that amount of smoke for an extended period of time.
Anyways, like drinking, smoking is a choice left to the user. Any talk of banning it outright will go nowhere. Think prohibition, and how well that worked out for us.
Well, we've managed to ban smoking inside buildings and smokers can be discriminated against for work. If we can just keep them locked inside their own homes until they die, it'll be great.
