We are such a prude society though, I don't know if it'll ever change.

No it is not.
Minnesota provides the legal right and protection to everyone to be protected from being harassed or punished for being drunk in public whether indoors or outdoors. Whether or not you control yourself while drunk is your own concern.
I don't get it... it should not play because of copyright, but is still does, is that it?
You can DEFINITELY get a MIP in Ohio.

Can you get one specifically for being a minor and drunk that is an offense that adults cannot get?
