Gate has a telephone keypad. There aren’t too many symbols available on a telephone keypad.
Well really it wouldn't matter if there were no symbols at all, but in this case the system is designed to receive the pound symbol before code entry.
I've seen it on regular safes too.
Some systems require pound or asterisk before the code, others do not. People who have to use the codes aren't intentionally programming the code to include it, it's required by the security keypad itself.
