If someone set up a bomb in a package and someone stole it and that person was injured or died, you can bet the cops would think it was worth the time to go after the person who set it out on the porch.

Was on the county grand jury for 2 years. Just the county gets 70K incident reports/year. Could be loud music or could be a murder. We only have 140K in the county. That # does not include the multiple city forces in my county. Most people would arm up if they actually knew the numbers.
