Not gonna get into details, so here are cliffs of his situation. Wish I could help, but he does not work at my company.

cliffs:

-Boss hates him
-Boss makes up lies about performance
-He is put on plan
-He does everything asked
-At final assessment, Boss makes stuff up, such as coming unprepared, which was false. He was always prepared for weekly meetings (even has it written in email that he was on track).
-He gets HR involved, HR says it his word against his boss.
-He goes to Boss' boss. They say, "It's you word against your boss, and we have to back up your boss if he says you did something wrong, you did something wrong"
-What does he do now?

*update*

Well, more news. Here is the deal. They will let him quit and give him severance. Or, he can go on another monthly review. If he takes severance, he has to sign a release form that says he cannot sue them or talk to the media about them. He actually has been looking for a job for a month and he has interviews lined up

As for having stuff in writing, he does. He even showed it to his boss' boss, but he said he has to stand behind him because he is his manager.

yes, look for a new job is a given....but what does he do while he looks for job? If he just quits, he can;t get unemployment if he is unemployed very long.

"fight club scene in boss's office"

But if he REALLY likes this job and/or can not get another. Video tape (cell phone) some of the times he is doing his job and the boss lies. It has to be pretty clear no see I did have a pencil type thing. More like he said I did nto do this but here is video of me turning it in to him type thing.
Then go to HR and show them. If they still do nothing file a complint with the state workers commision/Lawyer.

What does he do?

He is just going to have to stick it out at his current job until he finds a new one. What else can he do? He has probably screwed himself there already, so I don't know that there is really anything he can do to make his current situation better.

In other words, find another job.

Look for a new job for starters. Then document everything he can possibly document. If his boss is saying he's not prepared, it shouldn't be hard to document that he was.

Take the severance if the package is good.

Out of curiousity, can I ask what industry/job this is? Software development? That is truely bizarre behavior from the boss, if it's as you describe it.

As an aside, I don't know your friend, but when people tell me that their boss is doing these kinds of things, I tend to think they're full of shit. Whether or not this is the case, it's probably best that he absolutely downplays this incedent as much as possible when interviewing or even just talking to other people in the industry. i.e., when he interviews he should not say "my boss did x, my boss did y, he should have been fired but..."

Just tell him to say that he worked for them for x years, he enjoyed the job and learned a lot, but he's looking for a new challenge.

Why does boss hate him? Time to move on. Only way to move up is a boss that supports you and backs you up.

I had a boss like this a few years ago. Our old manager left for a new position, and this guy was hired to take over our group. He, however, wanted his own people and did everything he could to get rid of my three co-workers and I, by throwing us all under the bus at every meeting and review (despite all of us getting good reviews while under our previous manager). All four of us gave him terrible 360 reviews, and yet he remained our manager (just to show you how little HR is worth). We all talked with both HR and the head of the department on numerous occasions, and they all basically acknowledged that things were going poorly and his behavior was not acceptable, but still nothing happened. Eventually, one of my co-workers left, and as we suspected, he hired over one of the guys he used to work with. Eventually, I got laid off, another co-worker left, and the last one transferred internally to a different group, all eventually replaced by people the new guy hand-picked. Not much you can really do if HR and higher-level management doesn't care. Best thing he can do is leave, it's just unfortunate that he has to do it in a less than stellar job market.

find the reason why the boss hates him (by thinking, not by asking people or bitching about it)
look for a new job asap and don't bitch about the old boss, especially if it's this guy's personality that is not so compatible with bossy bosses.
