The issue you have is your candidate pool of public officials who went on record of being against the Iraq war is small. The obvious solution to the first point is that there are many qualified individuals who were not around in positions of power or influence in 2002. Sure, they might have supported it if they had an opportunity to, but in your scenario of limited options, it is far superior to selecting someone that did have the opportunity, and did ultimately support a horrific war crime.
