Google - 'Jogger Arrested' and let us know how many of the articles have in their title 'Jaywalking' then read them.
WTF? It takes 4 fatass cops for to arrest a jogger who wasn't doing anything or illegal in any way? She's going to get a massive, fully justified payout from the city, at the taxpayers expense. And all 4 of these cops should lose their jobs for this crap.
Also, double wtf to so many people just standing around watching. I'd like to think I'd be on my own phone immediately calling 911, 4 people assaulting a girl on the street.
That doesn't mean that she was Jaywalking, nor does it prove her guilt.
Look at those fat fucks, holy crap that is some sloppy lack of professionalism. Pretty much if you are that morbidly obese as a cop who works the beat you don't give a damn and shouldn't have your job. Imagine if we had firefighters who were a hundred lbs overweight fighting fires, they'd end up stuck inside the house and adding to the fire like a candle.
Seems simple but it is actually a lot more complicated. Yes, they should take their job seriously and keep themselves in shape. But for the department to require it they have to pay for time for them to work out and also are on the hook for injuries incurred during those workouts. Some do require it, but many others offer a bonus for passing fitness tests. It's not as cut and dry as it should be.

ID varies by state. In mine you do not have to produce upon request. Only have to ID if you have committed a crime/infraction, otherwise you can tell us to pound sand.
Physically fit male officers went away when all physical standards were lowered to allow female officers to join. The Dallas PD fitness test requires officers to do a staggering FOUR push-ups in a minute.

Again varies by state. Here all have to adhere to the same standard, granted a fairly low standard but a standard none the less. Google NC POPAT. Solid test but to much time given for a solidly fit officer, if you can do the push ups and sit ups with no issues you can walk the rest of the course.
