You did notice in the pic where they arrested her in front of, an artery clogging eatery with outside dinning where they were probably sitting and eating just a few seconds before they got up from their chairs (after they finished the all you can eat pizza and hot wings of course) and nabbed her while running by. In her defence, she didn't hear them calling out for her to stop, because they both had mouths full of food at the time, and all she heard was them yelling at that MEH Asian waitress to refill their gallon sized soft drinks.

From what I understand, they had problems with jiggers oblivious to the world around them jaywalking/running out into the street with headphones on. So they setup this operation to bust 'em.
