I think it's normal at the age of 15 to have Dares with the opposite sex to show them their private parts.

They're becoming adolescents, 13.. 14 or so, how is that not normal? People had kids at this age not too far into the past. They are physically capable and I'm sure they feel the same desires that adults do, just on a different level. Perhaps just the whole issue of how it is forbidden is half of the reason they did it to begin with. Did you not get near the opposite sex until college?

The real question here is, why does anyone care? I understand the photos were possibly being distributed to many people within the school, but if they're all students then they're all roughly the same age. Sure it isn't right for someone to be exposed to many, but stuff like that happens all the time, no reason to punish the kids. It's a dare, everyone has been dared to do something "not right" at some point.

Based on this statement:

It sounds to me like one or more of the kids whose nude photograph was being distributed to people beyond the group they originally intended it to be viewed by cared.

I think its great, nothing like having to register as a sexual predator every where you move for the rest of your life, being unable to visit some country's, and all the other stuff we do to sexual deviants just because you got caught with naked pictures of your girlfriend when you were 14 and she was 13. I'd raise my 12 yo daughter to be smarter then that. This day and age, if you flash before a camera you can expect your photos to be seen by more then just the person that took it. Especially with Camera phones. The beauty of the internet isn't all fun and games, anything can be shared with any one - good or bad. Even if the internet didn't exist, and you hadn't thought that far, because its a phone you know its just a couple buttons away from getting sent off.

This is the age we live in. Life, and the people in it need to adapt. Which means you can no longer flash your ta-ta's and think "Oh only 1 person will ever see it". And when it does happen, and it will - you don't throw every one in jail for doing it. I can tell you have a very closed minded view on this. What exactly do you expect? I guess you think its appropriate that these boys be prosecuted? Or maybe you want to just ban phones in school? Even though I think thats going a bit too far, its a lot more appropriate, just tell your student body that they will be confiscated if found.

EDIT: And furthermore, if my daughter did make the poor choice and flashed herself - I would discipline her as a PARENT. I wouldn't expect the boy that took the picture to get hauled off in cuffs. Its my daughter that made a mistake, and it isn't even a really large one in my mind. Honestly, I would just ground her for a while. I think its like CVSiN said, I would find it perfectly natural even if I was upset.

EDIT2: Oh and another thing, if your argument is that she is 12 yo's and doesn't know any better then give me a frickin break. Computers are a big enough part of our lives, of ALL of our lives that you understand the implications at that age. There is no way these girls can claim ignorance and say "Oh he took it with a camera phone but I didn't expect him to send it to anyone else." Bvllsh!t. Your ignorance is your lesson then.
