Since the 8th gen 'Cuda is native SATA, the PATA version probably has an extra bridge chip and it's cheaper. It's in the same logic as D-sub connector only LCD monitor actuall costs more to made but sales for less than the DVI models. What a rip-off!

The 16mb version 'Cuda will come out later because the new Maxtor already has 16mb cache. The best model of the new 'Cuda is probably the 250gb one. It's 2-platters design will be quieter than the 300 & 400gb model. Since it's conside a mid-end model the price would be much more reasonable.

I would...

it would be a pain to have to transfer a few hundred gigabytes of stuff to another HD or set of HDs in the event I want to reinstall my OS

That would be my personal preference..
my preferred setup with this HDD:

25% OS
75% Data

When I searched on Seagate on compusa.com, the 300GB ($219.99) shows up but not the 400GB drive. But, when I search on Barracuda, then I could see both, with the 400GB at $279.99. Man, would have like to have gotten the 400GB for $238 though. I'm going to have to pass on $279 for now. Too much money spent on Christmas already...

Not only would I make it one partition, I'd set up 4 drives in RAID 5 to have one big ~1.2TB drive.
