Yep, revenue. If you fight the ticket, you end up paying lawyer fees, missed wages at work, etc. Catch 22, you may get the moral high ground and not have to pay the ticket, but you still get stuck paying for other things equal to the cost of the ticket.
The problem with that theory is do you honestly think the judge will buy that line?
Considering it's your car many don't and they can fine the person for contempt or jail them over it and it's happened enough times.
If after the op's mom sends in her drivers liscense to prove it was not her and she gets a notice back to inform them who the person was or appear in court it's generally better to inform them through the notice since many times you get charged extra for bringing it to court.

In california all she has to do is fill out the paperwork and state she was not the driver.

In my town someone took the city to court over the cameras and won. They had to disable all the red-light cameras AND repay all the people who paid for tickets from the cameras.
While they were working, you would only get a ticket if your car was completely behind the white line when the light turned red, meaning that no part of your car would've been in the intersection. If what you say is true, then you wouldn't have gotten a red-light ticket in my town. Of course, your town could enforce it different, but I think that technically you ran a late caution rather than running a red light.

OK, little tip: I know you and about 80% of the population thinks that yellow means green. It doesnt.
Yellow means yellow. When you see it coming up, you stop. Its a nice way of not giving you a ticket. When you move on a red, you broke the law. You get a ticket. Yellow prevents you from getting tickets.

The REASON 80% of the population doesnt understand this is because before traffic cameras that law was not enforced. Now that the law is actually being enforced people like you are coming up with all sorts of bullshit excuses why you cant obey the law, despite the fact all this stuff was clearly explained to you in drivers ed.
I agree it may seem anal retentive. My argument is: If traffic laws were always strictly enforced people would never have thought they were a joke to begin with, and much of the nonsense we see on the road every day wouldnt happen. We also wouldnt have all the whining we do about tickets, cuz there would be fewer of them.
I recommend you suck it up and be aware there are traffic cameras in your neighborhood. All those people you see getting away with shit?

They will be getting little envelopes in the mail soon. Its not exactly justice but at least the city can now pay for its illegal aliens to do half-assed work on your road so it can deteriorate in one year instead of 6 months.
