I was doing shopping for groceries and walked by the road...
It seemed still alive and other people had already stopped their car and called for the animal ambulance. I have a sad. Poor kitteh...

Yes. I do think it is mostly voluntary work for the people on duty but the equipment is professional. Injured animals are brought to animal shelters with veterinarians.
They do require donations to do the work, although the government chips in too, i guess.

Then there were the squirrels that took weeks to be scraped away.

one of my dad's HS classmates assigned different points to different types of animals, and would try to run over as many as possible to maximize his points per month

While driving to school one day I came across a young cat that had just been hit. He was bleeding a little from the mouth and silently trying to meow. He raised his head toward me as I approached and looked at me like 'help'! He tried to stand up but the back of his body could not move. I cupped his head in my hand and he meowed a little bit more before laying his head back and not making any more movements. I found a neighbor that could help him so I could run to class. But man, that fucked up my day.
