While getting the E3 is basically automatic for any marine during their 2nd year, E4 as I understand it is subject to competitive quotas. And in marines E4 normally requires taking on a squad (8 person team) leadership role - which Vance was apparently unqualified for.

In the Army it depended upon when you served. I was in for 5 years, from Jan 91 through Jan 95. Due to the Gulf War promotion points were really high for about 3 - 4 years. I went in as E3, Got E4 in about 18 months, but wasn't offered chance to go E5 until almost 4 years in, but on the condition I would be reenlisting. They basically said I had to stay a minimum of 18 months and my time remaining was less than that. Battalion CSM was pretty upset I turned it down. So I served 5 years and was only an E4.
