Right after 8 years of outright obstructionism. McConnell also took full advantage of the rule change wrt lower court nominees, as was his due. That was what the GOP wanted as far back as 2005.

I think McConnell has badly misjudged that. What he's done is use power to implement a highly partisan & unpopular agenda. Democrats can now expand upon that to implement popular & effective policy w/o regard to the niceties he set aside. We just need to win it all to do it, starting this election & on in to 2020.
