Not true. It's always existed in Oregon and Washington. Pretty much anywhere Arctic Circle had a franchise.
My gf actually bought me a case for christmas once, because I constantly complained about having to go to Burger King because they were the only ones that had it now. I've found it's best with BK or Jack in the Box fries, and worst with Wendy's fries.
