Keyboard Scramble HELP!

After many months of fighting this issue, I'm at my witt's end.

My keyboard will have keys stop working, or characters transpose.
I can sometimes clear the problem by powering down, turning off power ATX PSU switch, pulling power cord, then reconnect, power back up.

It doesn't always work, but seems to be the only thing that will.
So this points to a grounding issue. Sometimes I need to do the process several times.

Things I've tried

- rebuilt the PC and made sure motherboard lined up with mounting screws

- tried several different keyboards, both PS2, USB, USB with PS2 adapter

- RMA'd the motherboard for a new one

- bought a PCI USB card (thinking it would be isolated from motherboard connectors)

The motherboard support told me to rebuild it on cardboard to eliminate everything, but I'm hoping it's something simplier. They also said they once had a case where static was coming down the Ethernet cable and scrambling the keyboard.

No other USB peripheral has an issue. I moved my ipod off, and just use a mouse now.

Spec's
Windows XP SP2
Asus A8N-VM CSM rev 1.01
AMD 3200+
Logitech MX700 USB cradle mouse, has seperate AC power connector attached to USB cable to power cradle? issue?
Logitech keyboard, IBM old, Saitek USB, many others
Silverstone SG-01E case
Enermax Liberty 400 PSU
Corsair Value DDR-400 RAM
eVGA 7900GT video card with Zalman VF-900 cooler

Would re-installing windows help?
I just don't understand what can cause a keyboard to scramble.

It could be. When weird stuff like that happens, reformatting can help a lot of the time.

That is more of a virus than anything else. You know, it's pretty nigh impossible for a physical or electrical USB problem to break the data payload but keep the data packet wrappers intact enough to register as keystrokes on the far end.

... or something that installed itself into your previous Windows installation - like a virus.
