Yes, it should be. The fact that you're Idling at 50C (that's really high) indicates that you have a bad mounting... the heatsink is not getting hot/warm because it's not making good contact. You should remount it.
Installation:
1. rotate all knobs
clockwise (opposite direction of arrows) - this is the "locked" position.
2. Make sure you've applied some TIM to the cpu (you should clean it off and re-apply it each time you mount the heatsink).
3. line up the pins with the holes in the motherboard, making sure that both halves of the pins (the semi-clear transparent plastic tips) go into the holes.
4. push on each pin until it "clicks" (if lined up correctly, you shouldn't have to push too hard, but it will vary)
5. plug in the fan
6. there is no step 6 - do
not rotate the knobs on top of the pins - that unlocks them.
Removal:
1. rotate each knob
counter-clockwise (direction of arrows) - this "unlocks" them.
2. while holding the heatsink in place with one hand, pull up on each pin with the other hand until they 'pop' out/up.
3. with a slight twisting motion, gently pull up and remove the heatsink (if you just yank straight up on it, you might pull your cpu out of the socket with it... the twisting is to break the TIM bond).
