Laggy Scrolling

hey, back for help again.

i recently formatted my harddrive after getting a new monitor and i have installed the latest cat drivers 6.7 and am using the ati tray tools by ray adams. i have also installed the latest drivers for my monitor which i just dled off the samsung website. directx 9.0c is also installed.

im running whats in my signature.

when i scroll webpages i get this slideshow effect and really slow scrolling whether i do it with the wheel on the mouse or with the scroll bar on the right hand side, also if i have a window open on my desktop and i want to move it around it also does the same slideshow/laggy effect. so i recorded it with my digi cam, didnt adjust the file size sorry. its a whopping 18 mb i hope u guy dont mind but i really want to get this fixed. and u can get it here:

any ideas as to what i can do to fix this?

*note dont mind the noise int he video, its my big ass fan behind me cause its like...a trillion degrees, just a heads up thats its not coming from my pc.

I know this is going to sound really stupid, but did you restart your computer yet?

I only get the laggy scrolling effects when I don't have my drivers installed or haven't restarted my comp.

yes i have restarted my computer numerous times after windows updates and driver installs. i reboot after every driver i install.

you probably just have to adjust the refresh rate of your monitor. Just go into the ati control panel and change it to the fastest refresh rate that your monitor supports.

without seeing the video, that sounds like what happens if the video card drivers are not properly installed...do 3d apps work?

You might wanna check your games. If your games are lagging too, the drivers aren't installed properly.

well im dling the games now over steam and ill check it out
but i mean, i JUST reinstalled the latest drivers, no CCC however could that make the difference all i did was dl the display driver and then install ati tray tools

You also have to install the display driver

yes of course i did install the driver. i didnt just dl it i dled it adn then installed it.

could it be because im not using CCC?

It should work fine without CCC. Something else is wrong.

but i mean do i clean and then reinstall the 6.7's?

also i had a problem before formating where there would be like...blue dots going along my screen, not ina solid line, but like spread out in a semi pattern, and at the same time i had some weird ass texture problems in TFC where yellow and blue dots would appear on walls and stuff in game, and in CSS where my models were completely messed up. could this all be related to drivers? or could it be my video card that is calling for an RMA?

*i think if i try ill try it with the CCC see if that makes a diff.

ok, so i finally dled hl2 and css, try to run it, the little preparing to play css steam window comes up disappears, and nothing, no hl2 no css running in task manager. could that be cause the drivers are messed up?

I'd try redownloading the drivers from a different source, or try a different driver set. I had a similar problem with the 6.5 Omegas where after being successfully installed, windows were still laggy and games would crash to desktop. I grabbed a different driver set and was good to go.

I've had something like this happen to me before on a fresh XP install. After installing Catalyst drivers and rebooting all the effects in XP were still choppy. Like right click fading. I just fixed it by switching resolution to something else and then back again. That fixes it.

I doubt this is the same problem you're having since you can't even run a game.

k so what i did was i uninstalled the tray tools, uninstalled the drivers, rebooted, did driver cleaner, rebooted, installed a diff dl of the drivers, this time including the CCC so that i KNEW it was a diff package altogether. still the same thing.

if when u say chipset drivers u mean for the mobo i put in the disc i got with mobo and istalled the "NVIDIA nForce3 system driver". and the drivers for the other ethernet port. so i guess that means yes. they are not the latest though since i just went to website and noticed that the latest were released on november 5 2005 and i got this mobo about a year before that. but theyve worked before i dont see how it would make that much of a diff.

any other ideas?

I use the Nforce4 driver disk that came with my motherboard from May2005 and i dont have any issues. To be honest why bother updating drivers if they work fine, aslong as something is not giving you grief then dont bother updating.
Have you used a older catalyst driver? Im using 6.3 on a X1800XT and i find they are the best, i have updated to 6.5 and they made my rig unstable.
Try a older catalyst driver. Do you use onboard sound? If so disable it in your bios and try again.

Check the driver version of your display devices in device manager and compare them to whats on ATI's site.

You can also manually update them and point to the location ATI extracts all it's files. This will guarantee they are installed.

This may be stupid, but did you have AV software running when you installed? Make sure it's disabled.
