Not 0 I guess...but without acceleration of electrons in the CRT, the radiation should be less..... as far as I know.

What does it really matter? The average person receives radiation from soo many natural sources, and those who chose certain other not natural sources, that received from a monitor does nothing to change the scale sort of speak.

I dunno, I think it might matter. If you subscribe to the "multi-hit" theory of cancer, every hit counts. You're right in that we can't control for all the background radiation that we are exposed to, but judging by how much time all of us here spend in front of the computer checking Anandtech for hot deals, over a lifetime, that's a lot of radiation. At least, that's how we might justify the purchase of that new LCD with our wives/girlfriends.

actually, if you stand behind a CRT monitor, you are getting more radiation. These TCO 99, 95, 92 regulation has higher requirement with the front face of the monitor than the surrounding.

the question you should be asking is do they emit HARMFUL radiation.
your light bulbs emit visible and infrared radiation
your own body emits infrared radiation... and we all know these kinds of radiation are totally harmless.

LCDs only emit visible radiation, so it's no more harmful than staring at a very dim light bulb. however crts accelerate electrons with a cathode ray... and this will emit UV radiation. however, you won't get any damaging gamma rays or alpha or beta decays... there are no nuclear transformations going on.
