LCD new :| i really think that such a statement got old a long time ago, there are really good lcd up to 20 inches, the best i can advice are on 20 because im investigating myself and reach a conclusion being the best Nec 20wmgx2 (usa only) in europe is 20wgx2 which lacks composite hdcp and tv tuner, these are s ips panels, but if you want a great warranty i cannot advice going nec i personally probably wont.
on the 19 range the only one i have used myself is Samsung 930bf that you can get with very nice prices, only problem is that i have not tested it with dvi neither i have played onit.
However i recomend you going for the 20 inches as you can get 1680x1050 wide aspect ratio which is windows vista preferred format and get peace of mind for the future, there r some 20 wide with similar prices to 19, but if you plan gaming on them you will need the power to run the resolution.
