I think its more that the concepts the constitution were framed around are now so distorted with technology and population growth that framework and milieu of those ideas simply are just completely inadequate for the real world.
To put it in context virginia had like 180,000 people at the time of the revolutionary war. Today virginia has 8.4 million people living in that same space. Certainly if virginia has 84 million people in 100 years, even today's laws will seem absolutely ludicrous in terms of actually governing day to day life. Just imagine for example how pet laws would change in your city if the population of dogs increased 100 fold in a short time.
Pets laws are not covered under the constitution. The constitution is there to define the role of the federal govt. The items I listed do not change if we have a population of 100k or 1 billion. Free speech doesnt become a bad thing or not fit for "modern" times because we have more population.
Tell you what.Although this may be true, the main issue is no matter what the cop is not going to see jail time. Send cops to jail when they do evil shit and I guarantee this shit ends.
