Limiting DHCP Access by MAC Address

I am interested in configuring a DHCP server to only give leases to approved machines. Ideally I would get the MAC address of a new machine and enter it in an approved list somewhere. Only after doing so would the machine be given an IP address. Initial googling lead me to SAFE DHCP, which does exactly what I want. However, I would like to know if there is a free solution available. Any suggestions would be appreciated!

On a side note, this is not a change that is being made for security purposes and I am aware that it will not provide any. It's a matter of inconveniencing guests to our network who accidently plug in to the wrong switch.

Hi Wyck.
Perhaps you could set the dhcp scope to a range that would allow the total hosts that you wish to allow the assignment of IPs to.
You can then create reservations via MAC address.

I believe you can do this in Win2k Server.
