Linux File Server w/Samba

Good day everyone, I have recently been promoted from contractor to Federal Government and help desk to Linux/Unix Sys Admin! Due to this recent change, I find myself in a position that I wanted to be (just not that early and without the education with Linux). My goal for a while now and has become even more benefitial is to make a Linux File server at home and use it for my other two system builds at home. So without further babbling, here I am asking for advice on a low budget, low power system build for Linux.

1. Linux File Server w/Samba is the goal and I want to use shares and roaming profiles as well.

2. My budget is around 400 dollars.

3. I will be buying my parts in the USA.

4. I am not a fanboy, though I am more familiar with Intel.

5. I have no existing parts.

6. I did not find any related threads in the search feature.

7. System Default speeds will be used.

8. This is not a gaming PC obviously.

9. I plan to work on this during winter after college ends for the semester.

A few more ideas:
1. Skip the CD / DVD drive. You can *easily* install linux from a USB stick. Unless you need to burn (or rip) DVDs on this system, it'll be useless.

2. This is a file server, so maybe go with a bigger HD. You can get a 1TB WD Green drive for $85.

3. Maybe you want some kind of external USB HD to backup the contents of your internal HD?? A good & simple linux backup utility: http://rdiff-backup.nongnu.org/
