Logitech QuickCam Express issues

I got this QuickCam express and I plugged it into USB Port 2 (the second port). I have a Via KT133A chipset so the USB is 1.x, not the 2.0 counterpart. In the other USB port I have my Logitech Wheel Mouse Optical, and I used to have a MS Sidewinder in place of where the QuickCam is plugged into.

The problem is, when I use the camera software to view video or webcamxp (A Third Party Camera program) it causes my camera image to freeze and my mouse to basically die. I can do everything else but the mouse stops functioning as well as the camera image remains frozen.

Ive made sure i got the latest via Hyperion 4-in-1's and this same thing happened on Windows 98, i'm on XP Professional Currently.

Any assistance would be appreciated.

Well I came to the conclusion that it has to do with the USB host sharing an IRQ with several other devices. Unfortunately when I disabled ACPI in the BIOS and tried to reset configuration data so that I can get my IRQ's reassigned, it doesn't boot fully into XP. :/
