Logon Process Initialization Failure Win7 64bit

There has to be a way to fix this boot problem.
All of the data is still there the pictures and files are all still there I just can’t get the computer past this screen. O/S is Windows 7 64bit
Logon Process Initialization Failure.
All windows screens that are available when pressing F8 on boot get this screen.
I boot off of the windows installation disk and I run windows startup repair, it finds the installation and it detects no startup problems.
I go to command prompt and run
SCF /scannow it finishes .. same problem
Bootrec.exe /fixboot .. same problem
Bootrec.exe /fixmbr .. same problem
Bootrec.exe /scanOS … it shows 0 for the windows installations.
I then tried a different route. I booted off of the installation disk and went to the command prompt.
I typed net user and it came up with the Administrator and Guest accounts but not my account and the message that the operation was completed with errors.
I’ve typed net user administrator /active:no to remove the administrator password but I cannot get the administrator login to come up I still get the white box with “Logon Process Initialization Failure” there is a hotfix and have downloaded it but if I cannot boot the computer I have no idea how to install the hotfix. If I boot off on another hard drive is there any way for me to copy a boot file or some other file to my old hard drive and fix this?
I have connected this drive to another computer and scanned it for viruses .. None were found .

Can you log in with the Administrator or Guest account?
No ... no matter what when booting off of the hard drive the error message comes up. I can never get the screen where I could put in Administrator and administrator password. Any trick to getting that screen to come up?

Come to think of it, what happens when you do a repair install (Tell it to 'upgrade' from the win 7 DVD) of win 7?

That would be my next recommendation as well. With no backstory one has to wonder how that happened (hard drive corruption, memory errors, bad overclock) we don't know how successful even that will be, but the in place upgrade is a typically a good way to get back into your system in a situation like this.

If that doesn't work, I would pull your important data to another drive and just do a clean install. But I know a lot of that depends on your setup.

Sounds like the registry hive is corrupted to me. Try restoring a slightly older copy of the HKEY_USERS and HKLM files to right before the problem hit?

Just an idea. Make a backup of the existing ones first before restoring an older backup copy.

Or just try system restore to a point before it happened to do the same thing. May take longer but you don't have to sift through the system to do it manually.

I've tried a system restore and that didn't work. I am able to copy the data to another hard drive and all of my files are safe. I just really liked how I had everything setup and don't want to admit defeat !! All virus scans are coming up with no problems and while I was at the command prompt I ran a chkdsk /r . That also came up with no errors. I just got back to my home computer .. I'm going to try the poweshell .. next ..

Very disappointed .. I was unable to fix the boot problem .. I did an in place upgrade attempt but due to the fact my windows 7 home premium was an upgrade disk it would not let me do the in place upgrade. I lost .. I installed windows again and lost all of my setup. Now I have to reinstall my , CAD, video editing, sound drivers, video drivers, music setup, hasp drivers .. bla bla bla .. There should have been a way for Windows to have been fixed so that the GUI for starting as Admin or guest could have been restored.
