I love how this works... Inter-state calls are regulated by federal govt and have certain rates. Intra-state calls are regulated by your state and have entirely different rates.
At one point, I had a 6c/min plan for a while which was great until I realized that 50% of my calls were in-state, and the rate was 10c/min. I called and complained and they basically said "our advertised rates only apply to inter-state calls".
A third type of call is "local toll call" which is basically "not local, but also not long distance". These calls are usually billed at a specific flat charge PER CALL rather than per minute. Depending on how long you talk, this can be good or bad -- in South Florida, it was $0.25 to call say Fort Lauderdale from Miami, which was good for 1hr call, and bad for 1 minute call...
