Is there a difference in brands or is it really just the card chip? agreed, that is a fake card. I scoured the internet when I was researching whether to buy 1060 6gb or rx 480 8gb and I've never seen that cooler on a 1060 6gb. Its either some local Chinese brand that no one's heard of, or most likely a fake.That 1060 is faker than a $3 bill.
Rarely. You'll encounter frametime issues in more newer games. Older games (>2 years) should be fine. You can still get a playable experience if you're willing to tweak. But a 4 core/8 thread or 6 core/6 thread processor is the minimum processor you want going forward the next few years.Will the i3-9100f bottleneck any of these gpus?
You can get great value out of used. A few months ago I snagged an RX 470 4GB for $62 shipped. Over a year ago I was able to get a couple of GTX 1060 3GB for under ~85 shipped. Both of these cards are good enough for 1080p gaming, producing suitable framerates. I would advise getting a 4GB card though, as there are a few instances where the 3GB was getting hit. But at 1080p, I was able to fluidly play Star Wars Fallen Order, COD: Modern Warfare, Gears 5, Forza Horizon Horizon 4, and Middle Earth: Shadow of War.

An RX 570 4GB is not the best choice but is adequate for light gaming, especially older titles. I played Doom 2016 at ultra using an Asus Strix RX 570 4GB, using the Vulcan API and it was excellent at 1080P (150 FPS). An RX580 8GB would be a better choice.

If there will be no demanding games then the RX580 8GB will work perfectly. A decent used one can be a great card but be careful with former mining cards. They may require a firmware flash to factory firmware to work properly.Currently, it'd be used for my young child's gameplay, no fps etc; I am interested in finding games that we can play together, my 43" nec monitor is 1080p so am thinking a 4gb card is probably enough. There's not a lot of price difference between on the low end:

5500XT 4GB can be problematic on PCIe 3 when it runs out of VRAM (due to only being x8 PCIe), the 1650 Super 4GB doesn't have that issue. 5500XT 8GB is within 1-2% either way of the 1650 Super and both are faster than the 4GB 5500XT.

The PCI-3 3.0 thing was a bit blown out of proportion. It only happens in games that want more than 4GB of VRAM. Which in itself means the game settings need to be lowered. I gamed for years with a 4GB RX480 and never really had any VRAM related issues, and it is something I would track as I was curious how much memory games were using. Oh, and this was with a 1080P monitor. Personally I would not hesitate to getting a 4GB 5500XT if I was in the market for such a card.
Just to point out that with latest drivers the RX5500XT 4GB is faster than RX580 and almost equal to GTX1650 Ultra.
At $150 is the best buy.
Bellow video has a RX5500XT 4GB with PCIe 3.0
Personally I'd take the Gigaybte 1650 Super at $160 without rebate vs the AsRock 5500XT at $170 with $20 MIR to drop it to $150 later if the 1650S is at all faster.
From the bellow Video (3 weeks old) the RX5500XT 4GB is faster vs the GTX1650 Super in 9 out of 11 games (Test system Intel Z390 PCIe 3.0)
Also the RX5500XT comes with two games (RE3 and Ghost Recon) and after the rebate it is $10 cheaper.
Well, after all those above there is no doubt that the RX5500XT at $150 (after rebate) is the better buy.
