Honestly, I would be VERY suspect buying "generic" NVidia-based GPU video cards. Many of the ones coming from China are outright FAKES. That appears to be a USA seller, but I still don't trust that listing. It could be he's reselling one of those China-made cards.
Stick to Newegg (also on ebay), Amazon, BestBuy (best_buy on ebay), B&H Photo Video, and a few others.
The GTX 1060 6GB cards (real ones) are a tiny bit faster than an RX 570, supposedly, but slower than an RX 580. They also only have 6GB of VRAM, whereas the RX 570/580 come in both 4GB and 8GB varieties. (And Sapphire makes a 16GB RX 570 for mining purposes.)
I don't know much about the RX 5500 XT (4GB and 8GB models), other than those are the 7nm replacements for the RX 570 and RX 580 (for the most part). In some really modern games, they are significantly faster (being Navi over Polaris).
If I could get an RX 5500 XT as mentioned, for $150, that would seem to me to be a good choice. (@ Newegg or @ Amazon, or maybe BestBuy or B&H).
