In my state buildings without foundations need to be tied down with tie-down straps to avoid rolling when a tornado hits (doesn't seem to help trailer parks much). Many years ago a building inspector told us we needed them on our 16'x16'x16' two-story accessory building, but I have no idea where we ultimately got them. I recall using a 2x4 as a lever to turn and drive it into the ground. It took forever and they would not come out easily!
When I moved to San Diego for several years I wanted to use one in front of my assigned parking space to secure my motorcycle. The condo association would not allow me to anchor to the asphalt, curb, dumpster I parked next to, etc, so it needed to be a ground anchor like the ones we used for the building. All I could find were anchors for dog leashes and such, which were not nearly as permanent an anchor as I needed. Now that I am back in this state I haven't found it any easier to find that type of anchor.
I'm looking for something like this, but with a closed top. Putting a bolt through that as that type requires means people could free the bike with a simple wrench.
My idea was to leave a little bit above ground with a cinder block surrounding it. A cable lock would be looped under the cinder block and through the anchor. The cinder block would be an extra deterrent making it more difficult to access the anchor with a 2x4.
