It means you're free to have at the expense of others. When the Constitution was drawn up, "liberty" was thought to entail ownership of property (land), but back then you could just go settle it.

I'm afraid everything you have stated is incorrect.
Party has already announced they are banning all US players and Stars is expected to soon.
