UPDATE:

my mom has a Dell Vostro 230 - with on board Intel VGA out .. connected to an 21" HP monitor 1920x1200 native ... all was great ...

uncle gave her a Sony KDL-52W3000 TV - 1920x1080 native - https://www.amazon.com/Sony-Bravia-...=2025&creative=165953&creativeASIN=B000SBCA7C

and she said she wants to connect it to a PC to watch movies - fair enough ...

so I ordered this EVGA GeForce GT 610 2048MB https://www.amazon.com/EVGA-GeForce...64&sr=8-1&keywords=EVGA+GeForce+GT+610+2048MB

whopping $44 USD!!!

had such great reviews on amazon - but now people say it's not that great of a card ?!? :/

problem is that when screens are mirrored PC and TV show the same thing (and I think that's the only way she will be able to use it ... else it will be a confusion ... or is it better to stretch? advice?)

she will use it only for movies / youtube

PROBLEM IS - when playing just a regular youtube even at 480p (or same for .avi/.mp4/.mov/etc... videos) I see horizontal lines / blocks / rectangles of dimmed color show up for a second here and there - EVEN NOT in full screen - as if thought it's dropping frames or part or a picture :/ on both monitor and the TV (BUT WHEN NOT IN MIRROR MODE THIS DOES NOT OCCUR)

* drivers are all up to date using GeForce Experience

NOTE this does NOT happen when separating the displays - for them not to be mirrored - there are no lines on the monitor or on the TV (and another advantage when not mirroring is that both have their native resolution - as when mirroring 1920x1080 resolution is forced on the monitor (cutting top and bottom screen use off) - but the monitor's native resolution is 1920x1200 - I guess TV has 1920x1080 and in mirroring mode 1920x1080 is most I can set it to)

hmm I guess I better try and order another card? maybe just a simple HDMI out card that will be able to play youtube and 1080p movies

or another option is to maybe try to use the motherboards VGA for the monitor and the card for the TV - not sure if mirroring will work ...

any advice?

now I noticed that my mom has an HP monitor with native resolution 1920x1200

but the card is capable of only 1920x1080

seriously ?

so top and bottom parts on the monitor are black :/

should I return the card and get something else for her?

It should be capable of 1920x1200 so there's probably an issue with the settings.

That said, that's a seriously terrible graphics card. Most processors nowadays have integrated GPUs that run rings around it. So it you can return it, I'd suggest you do so. You can find a GTX 1050 or an RX 460 for a bit over a hundred that are literally over an order of magnitude faster. I'm assuming you want to play some games because you bought the 2GB card, but for GPUs this slow they'll never be able to play at settings where you need more than 1GB anyway.

But if you don't want to game, or you're on a really small budget, you could get a better GT 710 for less than what you paid for the 610, and a passive one at that so there's less noise and you don't have to worry about the fan failing.

I agree with HurleyBird, that is about the worst choice in video cards, and the price they listed is way too much.
If you tell us your needs for the card (gamer, video editing, whatever) then we can help you pick the best one for your system.
It also is helpful to tell us what CPU & motherboard you have as well.

i had both displays

monitor and TV mirrored

hence both had to be on 1080

when i separated the two - i was able to do 1200 for monitor

BUT i will keep them mirrored - else it will be too confusing for my mom

BUT I see there is a display problem - ONLY when mirrored

and playing a video
not even 60fps
and not even full screen

i will still notice some horisontal lines - like a dropped frame or dropped part of the picture

WOW really sucks

i would love to order her a card that is capable of keeping up

it will be used only to watch movies ... maybe 1080p ones

maybe i should just try a few cards?

As far as I know you can not mirror 2 different resolutions, that is not a mirror. So if you have mixed resolution monitors it will mirror at the lower resolution monitors native resolution. Sorry, if this wasent what you were asking as I don't have time to read thoroughly.

No PM's please, I rather have it be out in the open, so everyone can benefit/comment from this.

OK, with that out of the way, you shouldn't be using mirror mode for two monitors that have different resolutions and aspect ratios.

It is better to have it set to "extend these displays" and not duplicate (mirror mode) in this case, and you can view videos on each monitor in full screen (assuming the aspect ration of the movie/video matches the monitors.)
However, you say you have issues by doing this? (the shots are not that clear on what you are showing, perhaps circle the area we should be looking at.)
What browser you using, and what video card did this machine have before (if it had any)?
Also, is all the content served via youtube, or will you have mkv/avi/mpeg or whatever else videos as well?

The Dell Vostro 230 Mini Tower has a pretty small PSU as well. Can you check what the wattage of that PSU is?
