Maddog Blue LED 80mm fan $4 at Microcenter

The spec of this fan is 27cfm/22dba and is in a retail package. Compare this to the Panaflow which was hailed as a good deal sometime ago at around $3 and had a spec of 24cfm/21dba. It seems a decent deal to me.

Sleeve bearing will not last near as long as a ball bearing fan. The Panaflos used a "Hydra-wave" bearing, whatever that is. Personally I would stay away from a sleeve bearing fan if at all possible.

I've had pretty good luck with a GeForce 4 MX 440 I bought from them around the holidays to add a little more juice to a system I was building for my wife's grandma (which came with some craptacular S3 video onboard) and for $30 AR it was a pretty nice card that included all the extras, such as a DVI-to-VGA adapter (which PNY neglected to give me with my more expensive 4200 Ti card). Never even had any hassle getting the rebate back. I've had some friends get their DVD+/-RW drives and have been really happy with them as well.

Companies like Mad Dog can be pretty spotty as far a quality goes since most of their optical drives are rebadged products from other vendors. Sometimes you'll get a Lite-On and other times you'll get a piece of crap. The fact that you pretty much play Russian roulette with their optical drives doesn't mean that all of their stuff is ALWAYS going to be junk from the get go, so maybe the fan isn't a half bad product after all.
