Perhaps the sheriffs department has some feature on their line that does not allow the use of Magic Jack free version?
I would guess for example that they have some override on blocked caller id so they can see everyone who calls them etc.
This may be seen by Magic Jack as being something not covered under the tos.

I could understand something like that, however it would take one phone call on their part to validate that yes indeed this is a law enforcement agency and add it to an accept list.. Use a little common bleeping sense...

This is why I avoid VoIP that requires proprietary hardware (while I was with Skype for a while, I never would have used Skype for my business). Making a phone call is not "abusing the system." As I recall from reading about MagicJack years ago, the issue is that some CLECs (and ILECs in podunk areas) are "abusing the system" by charging unreasonable fees to connect the call.
