Anyone know if this is legal or not? I'm not reselling or anything, just wondering if I can send to parents in another state with a lot higher taxes than here.

While it is absolutely legal to ship cigarettes for personal use to other states, your state has the right to charge you local and/or state taxes.

From a FAQ:
Isn't mailing tobacco illegal?
If you are at least 21 years of age, and the tobacco you are purchasing is for personal use only, it is perfectly legal to have tobacco mailed to you.

But clearly ATOT would be more knowledgeable on the matter.

There was a story about this a few months back. A local couple was fed up paying the high prices in Michigan so they started ordering online. I don't remember the full details but the State got wind of this. They some how obtained the records of the sales and sent the couple a several thousand dollar bill requesting the sales tax. Not sure what ever happened.
