There's nothing racist about it. It wasn't super funny, but not all of us can be George Carlin. The only appropriate action is to do absolutely nothing. It requires nothing from anybody. The disingenuous hand wringing is disgusting.

She made her comment as freely as she wanted to; the committee that selects her to represent her country, as an ambassador for the Olympics, decided that she did not properly meet the standards that they require.

If the joke was demeaning in some way I could understand the problem. Funny or not I don't find where it is tasteless. The only thing it tries to convey is that there has been a large influx of Africans into Europe. Is this a lie?

Except that there were no Americans, African or otherwise involved in this. In fact the continent of Africa has Black, Semitic, and Caucasian people living on it therefore the only racism I detect is the leap to assume that she naturally meant the black inhabitants with the "joke".
