Make the best quite computer?

PSU: As Tiamat suggested....either Seasonic Super Silencer or an Antec Phantom. $70-200
Case: SLK3700-BQE. Comes with a very nice 120mm Antec fan and has 120mm intake and exhaust. $80-$20 for the included PSU on Ebay = $60
Fans: The recognized most quiet fans are Papst, Nexus, and Globe. $12-20/each.

HeroOfPellinor's suggestions are very good.
In addition I would suggest you get some Samsung HDs (no matter which ones) as these are the quietest HDs currently. You should also get a different motherboard as that one won't take the Thermalright XP-120 heatsink which is pretty much a "must have" for a really "silent" PC right now. Visit www.thermalright.com fo compatability information.
You should also try to get a GeForce 6800 with an Arctice Cooling hsf or better, try to passively cool it. I know of at least one guy (over at the German silenthardware.de forums) who managed to cool his one (a vanilla 6800) passively with an Aerocool Vm-101.
That way you will only have 120mm fans and these are the key to an ultra-silent PC. Do yourself a favor and get it right at the first try!

Definitly Samsung, as Tiamat suggested first and I quoted above. BUT only the ones with the NIDEC FDB motors. I can confirm that the JVC FDB motor is whiny. Silicon-acoustics.com specifies which FDB motor you're getting.

0 sound is impossible. The thermal expansion and contraction will cause noise... you just cant hear it =P

Also, unless you use all solid state components, thre will be sound. I mean, you cant make a CD ROM sound proof or HDD sound proof unless you want a computer the size of a desk...

To get no extra noise other than drive heads and optical drives spinning, go with the Zalman TNN-500A Fanless Case (Noise Free). Granted it's going to set you back over $1200 (with shipping), but you won't get any fan sounds from it at all. That's about the best you can do and have the computer in the same room as you.

If you have the cabbage, get that case and use it. Otherwise, you'll have at least some fan noise coming from the computer. Even with water cooling, you still have fans involved (on the radiator). I wouldn't use the Reserator 1 item just yet. Wait until the next version comes out and actually does better than stock cooling (if it even does that well).

Just disproved myself. My new Samsung Sp1614N is very whiny. It has a JVC motor
