Are you really saying that a gun becomes "illegal" any time the owner becomes intoxicated?

If they're carrying the gun while intoxicated, yeah. At least that was the law in a lot of states last I checked. Even if it wasn't I'd imagine anyone who did anything with a gun while drunk would have the book thrown at them in court.
