Back then there were a lot of bands that were huge, but got no airplay on commercial radio at all - mostly because the music business was incredibly corrupt and hidebound. The Replacements never had a top 40 hit, or Husker Du, or the Pixies, or Sonic Youth - but they all made classic albums that ended up selling very well. "Rock Lobster" by the B-52's was a huge hit that got no commercial play whatsoever outside of New York and LA in its time.
The point is that there were a lot of 80s bands that had pretty successful careers while being completely under commercial radar. It wasn't until the early 90s that Big Radio acknowledged them at all. By that time a lot of them - Butthole Surfers included - were no longer very good.
When I think of "one hit wonder" I think of someone like Vanilla Ice, who had no career before "Ice Ice Baby" and nothing much after.
