First, this is P-town, the teeny weeny town at the tip of the Cape. The town, bustling with a population of maybe 4,000 people, most of whom are either artists or gay, or both. Those 2 populations tend to be more laid back and more concerned about preventing the spread of STDs to protect their children's health than worrying about kids just saying no.
The town's 2 schools have maybe 250 kids divided by grades K-6 and 7-12. The school nurse will only hand over the condoms after a discussion about abstinence. Everyone down there knows everyone else, especially among the non-summer folks who are the only ones with kids in the schools.
Now that the idiot governor is involved the school superintendent is backpedaling a bit, only going to make condoms available to grades 5-12.
You want to stir up a stink in P-town try limiting who can or can't set up a washing machine at home.
