There are two numbers: 197 and 159.

The number 159 is a base value modified by an unknown multiplier.

197 is that base value multiplied by that unknown multiplier + .25%

X = Base Value
Y = Unknown Multiplier

159 = x(y)

197 = x(y + .25)

Is there enough information here to solve for both x and y? How do you do it? I think I've set up the equations right.

Two equations in two unknowns, you're good.

Solve one of the equations for one of the unknowns (ex, "y=..."), then substitute for that unknown in the second equation. That will allow you to solve for the other unknown, and then you can use either of the equations to solve for the first unknown.

Not sure exactly how to interpret that. You interpret it as y + 0.25 (multiplier + 0.25), which I doubt is right. I think it most likely means y * 1.0025 (multiplier increased by 0.25%).

My question was about a video game (Borderlands 2). The 25% was a bonus to damage or something. But I believe the 25% was additive to another (larger) damage modifier/multiplier, which altered a base number. Not sure if I'm including the important figures or not.
