is this homework?
I am not going to give answer.. however its REALLY simply:

a fraction implies division
1/10 is 1 divided by 10. the answer to 1 divided by 10 = .10... a percentage is always in the numerical format as "0.XX", unless its over 100% (100% = 1, so that would be "1.00").

your answer can be found by typing in a calculator 8 divided 15. it will be in the format 0.XX, and the XX will be your answer, followed by the percentage sign. im not going to explain why its after the decimal point, that's like an entire classroom.

how old are you exactly? percentages is like... junior high math

But seriously, I don't know why it bothers me too. I guess the term "math" is very much ingrained into our psyche at this point.

0.53 x 1.00 = 0.53

he was correct in stating 100, and not 100%
0.53 x 100 = 53, which you would add the percent symbol there.. or skip that step and know that you just need to move the decimal 2 places to the right to create the whole number percentage, or when putting into a calculator, to still know its .53 and not 53 (in case the percentage key is not pressed)

Funny, I can't stand it when people say "math." It just sounds like someone truncated the word :| But as you say, both are correct. Maybe we should just say "mathematics" from now on.

There is your problem, you can't just tack on a percent symbol and be the same thing.

0.53*100 = 53 = 5300%. 8/15 is NOT 5300%. 8/15 is not even close to 5300%.

0.53*100% = 53%. 8/15 is approximately 53%.

Maths is a cop out for kids today. Hell, most can't spell worth a crap hence the over-abbreviated talk these days.

it all depends... technically you are simply tacking on a percent symbol early.. because mathematically .53x100% = .53 (again, pure mathematically)... you are simply tacking on that percent symbol in one fell swoop instead of breaking it up.
it was taught to me that the symbol is simply added after the mathematic equation is performed.
you agreed 100% = 1, so how did it all of a sudden represent 100 again? i know how, because you aren't equating 100% to the value of 1, you are equating it to the value 100 + a percentage symbol.
maybe my talk isn't correlating with how you are thinking it, but that's how its algebraically performed.
besides, its all numbers talk to how you move the decimal over. you don't technically do it in mathematics, its simply a visual correlation to getting the whole number version to equal a percentage rather than taking the percentage directly from the decimal value.
phew that really don't make sense... thus why all percentages is algebraic equations are still represented in decimal, rather than a whole number with a percentage symbol tacked on.

and, why are we arguing over how percentage is found out when this is obviously a troll post? he hasn't even replied.
