The storm was known of several days in advance, you could pre-position supplies and communications gear to more remote areas. You could position large numbers of helicopters to help with relief efforts as they don’t need airports or runways to nearly the same extent, etc, etc. We sent more helicopters to help Haiti after the earthquake than we did with our own citizens. This is just the tip of the iceberg as to what could have been done to help Puerto Rico better than what was done.
There’s no way around it, this is total, abject incompetence on every level for an easily foreseeable event.
