The + versions are the new line, with each new version incorporating support for the newest chipsets and CPUs and correcting bugs from the previous releases. I just downloaded v1.25 yesterday and ran a test loop this morning to see how low I could put my Vdimm and still be stable. There's absolutely no reason to not get the latest version.
Memtest + is based off regular Memtest, but it gives you more information during your test. For example, regular Memtest doesn't show the chipset, or the ram speed or the ram settings and Memtest+ does. They both test your RAM the same way though. Hope that helps....
